We started chewing on this idea a couple of years ago even though some areas of North America predominately shoot mallards anyway.
For the refuges and other management areas that do not have the luxury of duck hunting for mallards almost exclusively, we are focusing on mallards for a simple single reason. Most hunters would agree mallards are more challenging to hunt than other duck species and hunts can be negatively impacted more easily on refuges than while hunting other types of ducks.
Our idea for a mallards only refuge includes the following based on a 1250 acre hunting refuge (500 yards x 500 yards area = 250,000 square yards or about 50 acres per hunting group):
- Four mallards per hunter per day; drakes only
- Ten shell limit while in the field; no returns for additional shells
- Two hunters per party; 25 groups per hunt day
- Assigned hunting locations at least 500 yards apart; must hunt within 100 yards of assigned marker
- One dozen decoys maximum
- No spinning wing decoys of any type
- Steel shot only; no larger than shot size three; no larger than three inch shell length; no more than 1 1/4 oz of shot
- Modified or less shotgun choke sizes
- All shots 20 yards or less

The place I always picture in my mind is Pothole Mallard Heaven--- refuge consisting of tall Tules ove 7 ft at least filled/planted with duckweed and millet--like holes in Swiss cheese except-- more small potholes than big with small channels and more tall Tules and alot more potholes up to 2 acres and less --roosting feeding or hiding all for the Mallard.. The king of the small puddle. A refuge of free roam where the farther you walked the better the Potholes ... Shaped, planned, manicured for the Mallard... and maybe an occasional Gadwall -- no not really -- the common flight would be over twenty birds, all with a closed zone right in the middle of 4000 acres, free roam of perhaps over 20,000 acres or more with just a few trees to mark the ponds & add to the spirit of the refuge .... not to over power it just enough to highlight certain boundaries and such .. IT CAN BE ..and yes I agree No spinning wing decoys allowed. Back to the basics calling and nonmotorized decoys.. Sign me up
